How the invitation happened

Tanzania's Ministry of Communication and Information Technology selected OLSPACE to participate in a two-week intensive program on satellite communications and spectrum management — a direct invitation, not an open application, extended to represent the country's emerging private space sector.

Phase one: TCRA training

Technical instruction at the Tanzania Communications Regulatory Authority, covering satellite design principles, orbital mechanics, network architecture, and operational parameters — the grounding needed before the policy conversations that followed.

Phase two: the forum itself

At Johari Rotana Hotel, alongside SADC member state delegates, policymakers, and technical experts.

Regulatory

ITU filing procedures

How satellite frequency and orbital filings actually move through the International Telecommunication Union's regulatory framework.

Spectrum

Allotment & assignment

The processes governed by Annex 4 and Resolution 170 — how spectrum gets allocated and assigned in practice, not just on paper.

Applications

BSS and FSS

Broadcasting-satellite and fixed-satellite service applications, and what distinguishes how each is filed and coordinated.

Regional

Shared coordination

The mechanisms SADC member states use to coordinate shared space assets across borders.

Reflection
"This experience transformed my understanding of the satellite lifecycle — from design philosophy to the diplomacy of international coordination. I now comprehend not just the engineering, but the regulatory language required to bring space projects to life."

As founder of Tanzania's first commercial space company, the forum brought regulatory literacy and regional relationships that sit alongside the engineering work — the language of allotments, assignments, and filings that space projects actually run on. Being invited into those foundational discussions, as SADC works through what regional satellite sharing looks like, was both an honor and a responsibility carried forward. — Leonard Shayo
